Does it depend on the speaker's expectations? I'm probably over thinking it, but I know many people who lived somewhere for a year and didn't learn the language at all, so my assumption wouldn't be that someone could speak the language just by the virtue of living somewhere. So I would think question 1 could be either depending on the speakers feeling.
